The White Horse – That is when the leader says that we are going to conquer someone else’s land. The leader is righteous and the people follow him.

The Red Horse – That is the army, navy, and air force conquering and killing. People are dying and the leader and his followers are happy.

The Black Horse – This is when the war starts to cost money and the people can no longer feed themselves. Jobs disappear and money becomes tight.

The Pale Horse – This is when people start dying of hunger, killing each other in the streets, and disease comes.

This just does not happen at the end time. This happens all the time when we have wars. Just look around and think back to your last war no matter what country you live in, the results are the same.

The Very End Times

The New World Order will fake an attack by the Aliens and plant a false flag on the Earth. The New World Order will place at the world seat a “figure head” run by what President Eisenhower called the military industrial complex. The bible talks about the four horse man. The military industrial complex will allow these four horse man to ride. This empire will be built on the backs of the common man. Much hunger and hardships will follow. New laws will be put into place and people will go to jail for the smallest crimes.

The public will be afraid to speak out against the world leadership. If you want to eat, you better help turn out the new space weapons that the Military Industrial Complex wants. Once the weapons are made and about a billion soldiers trained, the New World Order will be ready for the next move.

The head of the United Church (will talk about in a future blog) and the “New World Order” will support a candidate for a new world leader. This leader will move the world into space. Do you really think that the true Aliens (some of them have several million years of technology over Earthlings) are going to allow an armed race of humans to run free to rob and kill creatures all over the universe?

That is when the extraterrestrials led by Jesus Christ will come here from the heavens in force and remove the military industrial complex and its followers from this planet. It will be the war that well end all wars. Just like Hitler, the leaders will make their last stand in the bunkers under the Earth. They will fail and die. Because the world government will have the obedience of the people (just as Hitler had the obedience of the German people), billions of people will die. Rivers will turn red with blood. Billions will have to clean up the mess the day after!

Hostile Aliens: Part 3

You are one of the leaders in a “Shadow Government,” working for the United Nations. You are involved in intergalaxic politics with hundreds of civilizations in the Milky Way. As an American you know that your President and a few congressmen and Senators know what your orders are. But even they do not know the full extent of the alien threat. The Aliens are demanding that humans dismantle their nuclear weapons. They want space demilitarized.

People around the world have problems understanding the people next door and how their local government works. They have a problem with local politics. Villages are fighting other villages over water rights in the Middle East and in Africa. North Korea is shelling South Korea again over a fishing rights dispute. In America, people are in the middle of the second great depression in the last 80 years.

The people on Earth have no idea that you are negotiating with other beings for Earth’s right to travel in space to other worlds. You are about to go into a meeting with the Galactic League to talk about their right to have land and sea bases on Earth. In fact, they have bases all over the Earth and on the Moon. You know that the nations of Earth cannot control their air space. The aliens can roam at will.

You want to stop the abductions and the theft of human eggs and sperm from the average Earthly Citizen. The aliens use them to reproduce hybrid beings. The Cattle Industry in the United States, Canada, and the South American nations want an end to cattle rustling by aliens.
The 57 species in the Galactic League weaponry makes Earth’s military technology look like “Sticks and Stones.” So you can’t negotiate from strength. So how are you going to solve this problem?

That is just one problem that faces Earth’s “Shadow Government.” What will happen if one day, the people on Earth become aware of the aliens occupying their planet? Because of the advance camera and internet technology, governments can no longer cover up alien activity. Will humans demand that aliens be removed from the planet? Will they demand that we go to war against them? How would the aliens react to human awareness? Will the fear of such knowledge cause the collapse of civilization as we know it on Earth today?

In 1978, Cooper along with Gairy, UFO researchers J. Allen Hynek, Jacques Vallee, Leonard Stringfield and Claude Poher of the official French government’s UFO investigation group, visited the UN Secretary General, Kurt Waldheim, to discuss the matter.

Why Should You Care?

Here is my opinion of what is going on. Some aliens are a few hundred years more advanced than we are. Others are several thousand years more advanced than we are. Aliens did not care what we did on Earth. Some of these species helped mankind out in some major cases over the centuries. They tracked the movement of people and used our sperm and eggs to produce hybrid alien/human people. Then the world wars came and they started getting nervous.

Man started creating machines that go far underneath the oceans. Aliens have bases in the Great Lakes and in the oceans. In the early 20th century man started flying. Then they developed jet planes. In the 1940s rocket technology took off as well as atomic and nuclear power. By the 1950s, man started moving out into outer space.

Man has already demonstrated that we are a hostile species. If man goes into space unchecked, we may cause problems for the intergalaxic community. If you noticed, expansion into space, even a move to occupy the moon is no longer in the short term plans of any nation on Earth.

Most nations including the US and Russia is trying to reduce if not illuminate nuclear weapons on Earth. All this is because of threats from the intergalaxic community. The intergalaxic community will not allow the people from Earth to advance any further into space until mankind eliminates nuclear weapons and promise to keep weapons out of outer space. That is what the shut down and shoot down of nuclear missiles are about.

Governments now have a political problem. People around the world have problems understanding the people next door and how their local government works. They have a problem with local politics. What will happen if one day, these same people skip the lesson in national or international politics and go straight into intergalaxic politics? We will look at the problem of intergalaxic politics next time!

When I was in my 20s, I watched a BBC TV program called “UFO.” I like the program. I did not know that the theme of the program was real. Since the 1940s, UFOs have been showing up in increasing numbers. Since man started using nuclear weapons, they have been getting increasingly hostile. At the 2010 UFO Convention scientist have testified that they believe aliens are telling us to ban nuclear weapons because man has no idea what they are dealing with. This is the reason why aliens are becoming increasingly hostile.

We already talked about the UFO demonstration over Washington DC in the 1950s. Astronaut Cooper discussed the landing of a UFO at a secure Air Force Base. These incidents tell us that we do not have control of our own air space. We had a US missile shoot down by a UFO caught on tape by Air Force officials. UFOs and USOs have been seen around our most advanced ships at sea.

They say that we have no proof of extraterrestrial activity on Earth or in space. I believe it would take an alien news conference on the White House lawn, live on the 6:00 Evening News before the US Government would admit that UFOs and extraterrestrials exist here on Earth. Man on his way to land on the moon for the first time.

Astronaut Aldrin and two others took off from Cape Canaveral for the moon one day in July 1969. They left Earth orbit using their S4B third stage rocket. They separated from that rocket going one way and the third stage going another. A day later, Buzz looked out his window and saw a space craft escorting them to the moon. When you are 50,000 miles from Earth, you should be able to account for everyone near your space craft. The Secret Service should not be along side your space craft while you are on your way to the moon. This is what Buzz had to say about that experience.

Apollo 13 had a major service module malfunction on their way to the moon. Space Technicians wondered if they were going to make it back home. Technicians had a question concerning the heat shield of the space craft. Was it damaged in the service module explosion? Because there are no people between the space ship and the Earth, technicians can calculate to the second when a space craft will return to Earth. Apollo 13 should have been no exception.

To make a long story short, Apollo 13 hit Earth’s atmosphere on time. The re-entry into Earth’s Atmosphere cut off all communications between Earth and Apollo 13. That’s normal. But Apollo 13 was late coming out of the black out and for splash down in the ocean. They were not just late. They were 20 minutes late! It’s funny how NASA never questioned this tardiness. It was like they stopped off at a cloud and took a coffee break.

So I leave it up to you, are we alone? Maybe our astronauts are just confused. Maybe they have coffee break in their union contract.

US Air Force Top Secret Transportation Air Craft

Not all ships seen in the sky are from other worlds. Some air craft maybe from this world operated by the US Air Force. The military operates what is called Black Box Projects. These projects are funded by Congress without public hearings. Instead they are given funding by the House or Senate without question.

You may think that “lighter than air” transportation systems went out with the destruction of the Hindenburg. According to NIDS, the Air Force is still using a very advance version of this old work horse. Leonard David says in his article “Investigation Casts Light on the Mysterious Flying Black Triangle” that they are big, black, and triangular lighter-than-air, blimp-style craft of the U.S. military. He claims that they are likely powered by "electrokinetic" drive. The lifting body-shaped airships have been in use from as early as 1980 to 1984.

On January 5, 2000, a large, silent, low-flying black triangular shaped craft was seen flying on a southwesterly direction between Highland, Illinois and Dupo, located less than 30 miles (48 kilometers) from St. Louis, Missouri. Citizens in Nevada got up in arms when many people witnessed such a craft in there skies. A small number of the sightings that NIDS has are on file coming from Canada and Europe. In the late 1980s, a craft fitting the above description was seen in the skies over Steelton, Pa.

People who witness seeing this craft say that they make no noise. A hybrid lighter-than-air craft would rely on electrokinetic/field drives, or airborne nuclear power units, lift gas, like a balloon. No helicopter-like downwash would be produced. Except for a slight humming from high-voltage control equipment -- a Big Black Delta makes no noise.

They are so large that they can carry massive payloads at low altitudes, cruising at speeds three to five times as fast as surface ships. These craft also fly at extreme altitudes, high above conventional aircraft and the pulsing of ground-based traffic control radar. This air craft has capabilities starting with silent running, diminished drag, elimination of sonic shockwaves, to operation at ground level, to operating in a full vacuum.

This is still a top secret military project. A lot of these sightings are at night. NIDS claims that they spend a long time aloft, weeks at a time. They can be thought of as ocean-going ships, rather than aircraft," NIDS says.

Heavy Lifting Stealth Blimp

L. Scott Miller, professor of Aerospace Engineering at Wichita State University in Wichita, Kansas, said the idea of a large, still-classified airship floating about is on the mark. But he does not think such a ship could be built. He claims that large airships are of benefit to the military. They are capable of carrying extremely large and heavy payloads at a reasonable speed, for which there is a real mission need, Miller said to Leonard David.

Miller suggests that an airship that could carry a large number of tanks, troops, and supplies into a region overnight would be fantastic. Careful shaping, the systems used, and carefully orchestrating operational procedures would make the airship stealthy. Low altitude flights, at night, and an awareness of enemy capabilities would be critical. Indeed, slow flight at the right time can render enemy radar useless. A 'stealth blimp' would be feasible in this respect!

Why It Must be Kept Secret!

Between the world wars, the US Government would not sell Germany Helium to place in its blimps because the US feared that Germany would use blimps as a weapon against other nations. This is why the Hindenburg filled with Hydrogen burned so quickly. The Hindenburg burst into flames in 1937, killing 35 of the 97 people on board and one member of the ground crew.

The reason why the United States took this attitude was because of the Zeppelin raids in World War 1. These airship raids were approved by the Kaiser of Germany on January 19, 1915. In December 1915 new Q-class airships were delivered to both the German Army and Navy as well as additional P-class Zeppelins. The Q-class simply added two more gas cells to the P-class, lengthening the craft to 585 feet (178 m), adding 100,000 cubic feet (2,800 m3) of gas, and improving both ceiling and bomb-load.

The first raid of 1916 was organized by the German Navy. Nine Zeppelins were sent to Liverpool, England over the night of January 31 – February 1. A raid was launched on September 2–3, twelve Navy craft and four Zeppelins from the Army took part. The next raid came on October 1, 1916. Eleven Zeppelins were launched at targets in the Midlands and at London. On November 27–28, the Zeppelins avoided London for targets in the Midlands. There were 23 airship raids in 1916 in which 125 tons of ordnance were dropped, killing 293 people and injuring 691.

In World War 1, over 60 Zeppelins were lost, roughly evenly divided between accident and enemy action. 51 raids had been undertaken, in which 5,806 bombs were dropped, killing 557 people and injuring 1,358 while causing damages estimated at £1.5 million. It has been argued the raids were effective far beyond material damage in diverting and hampering wartime production. One estimate was that due to the 1915-16 raids, one sixth of the total normal output of munitions was entirely lost. England diverted 12 fighter squadrons and over 10,000 personnel to the nation’s Air Defenses.

Now What If……..

In our age of terrorism, what if a group of rich terrorist financed the building of this new type of blimp like the one in the picture at the top of this blog. With the high amount of worldwide scientist/technician unemployed, these terrorist could build three blimps and about 100 smart high explosive and fire bombs with the aid of rogue nations. They send these three blimps to a position of 120,000 feet above Washington, DC., the docks of New Jersey, and San Diego harbor. At a selected time, they take out the White House, the Capital, and the Pentagon. That would take out US leadership in a matter of seconds.

At the same time, oil and LNG storage areas can be taken out as well as the NYSE and other stock and bond exchanges. On the west coast, several of our “top of the line” naval ships can be destroyed all in a matter of minutes.

The blimps can stay in the sky for weeks without detection. The public and the government would be in a state of confusion for months.

How do you know that you were not abducted?

I received an email asking me if I believed that I was abducted by aliens. As far as abductions by aliens, in my case, that is possible. All I know is that I was coming home from a date at 1:00 AM in the west end of Pittsburgh from a community called Crafton, Pa., when I spotted a well lit up highway going north toward the Ohio River. I thought that I could take that road to the Ohio River then drive up the Monongahela River home to West Mifflin. That would save me some time. I did not know of this road and did not know it was built.

I got on the road and drove for 10 minutes. I thought that I should be at the Ohio River by now since the river was no more than 5 miles away. Cars passed me going the other way. I thought to myself that the moon looked funny but thought that it was an illusion. I turned in the road between the divided highway and drove the 10 minutes back to Crafton. Then I went home.

That weekend I went back to see where that road lead. I could see better in daylight. But to my surprise, there was no road. I found an isolated dead end, next to a stream where I got on the highway just a few nights before.

So if I was not on this highway, then where was I and what was I really doing? I was not drinking, taking drugs, or smoking anything. That I do not do and never did. So what is the explanation?


Aliens who Love Humans

Convincing Evidence of Abduction

I have been reading about abductions since the 1960s from many foreign books. But the most convincing abduction was the case of Betty and Barney Hill in the northeast United States.

This case is convincing because the aliens really screwed up. First they did a bad job of masking Betty and Barney’s memory. Second, the aliens talked too much. They told Betty where they are from. They even showed her a star chart and pointed to their star system. Later, Betty was able to draw a detailed sketch of the star system Zeta Reticuli which is in the Reticulum constellation, 6 years before astronomers even discovered it! A 1,000 years from now, we may be landing on their planet.

They walk among us!

One Sunday in November 2010, a friend and I went food shopping at Giant in Susquehanna Township in Pennsylvania. We neared the Pharmacy area when my friend made a comment about this very skinny lady by the newspaper and magazine section. I looked up and noticed that she was very skinny or boney. Then I notice how she was walking. She had a puppet like movement to her. That really got my attention since I have read that aliens walk that way.

I kept watching until she turned around. She had the worst blond wig on that I have ever seen. She looked a lot like the above left hand picture but with the eyes of the alien in the right hand picture. These people are called alien hybrids. They are people with both human and alien ancestry.

Some of these people can read minds. Some communicate by thought. I started to get scared. What if the alien finds out that I know that she is just a few feet from me? That is when I realized that I had “Alien Phobia.” I just about ran to the back of the store. If I was thinking, I would have taken a picture of the alien with my cell phone. When I was able to get my composure back, I went back to the front of the store. The alien was nowhere to be found.


UFOs are not new to the Area

The Harrisburg area is a “hot bed” of UFO activity. That is because Central Pennsylvania has many Power Plants and major electric lines leading from them. Some UFOs use these lines to refuel their crafts. In the early 1990s, a friend and I watch a UFO refuel over a major power line in Lower Paxton, Pa. It took about 2 hours to refuel then it moved slowly to the south toward Middletown, Pa. Like a train leaving the station it increased in speed until it moved quickly out of sight.

Just looking at the facts, people from places other than Earth are visiting this planet. These people arrive in machines that we on Earth are not capable of building. A Call to Duty!

Introduction

As you probably know by now, Mayor Linda Thompson nominated Jennifer L. Smallwood and me to serve on the Harrisburg Authority board. City Council had a Legislative Session on Monday, August 16, 2010 to consider Jennifer’s Resolution 53-2010 and my Resolution 54-2010 to serve on the board. Both Resolutions failed. I can’t speak for Jennifer but what it looked like to me as the time of the vote drew near, we were going to be turned down. It is nothing personal. Business is business! I don’t think it was because of our positions or our qualifications. We were voted down by the majority of City Council because we voted for Linda Thompson to become mayor at the polls.

At least that is what our City Council Leaders want us to think!

Even if City Council would have voted for me to take a seat on the board, I still had a problem because my employer would probably stop me from taking my seat. My employer told me that if I just say “no” to this nomination, it would save me a lot of grief. I asked, just let me play out this hand and we will deal with my grief later.

What are the Motives?

We all have motives for everything that we do. That does not necessarily mean that what we want is bad. My motive for wanting to be on the board was because I was called to do my civic duty. As you know from City Council in the past 8 years, I am interested in Government and have often done my civic duties when called upon. But I would like to see Hale St. and Market St. in front of the High School repaired. That is my motive for being civically involved in local government.

I believe the Mayor nominated me knowing that City Council would turn me down. She knew that my employer would never approve of me taking my seat. However, she knew that I was highly qualified to take a seat. From the time Linda Thompson took her seat on City Council to the present, I was involved in civic activities in the City of Harrisburg. I was involved with investigating the incinerator deal and I went to all the incinerator hearings. I believe her motive was to show the public that City Council will turn down anyone that she sends down to City Council for an appointment.

Wanda R. D. Williams, Brad Koplinski, and Eugenia Smith who never voted against me before, voted against me on this issue. They want the public to think that it is because I am a “yes man” to the Mayor. The real reason is because they are part of the “Reed Team.” It does not matter that Mayor Reed is out of office. He still calls the shots when it comes to his branch of the Democratic Party. Mayor Reed and many of his partners do not want an investigation or forensic audit. So I believe that he instructed these three council people to vote “no” on any nominees who believe in conducting an audit of past spending at the Harrisburg Authority. This is nothing personal. As I said, business is business.

In my opinion, a forensic audit may show unethical activity. In my opinion, it may also show criminal or civil liability. That could damage the Reed Team political activities in the Harrisburg Area. The council people are just following orders.

Patty Kim wants a former member of the Board Reappointed. She will not vote for any member of the board until that one person is reappointed. For some reason, she believes in that individual and she does not care if her vote further damages the Harrisburg Authority. As long as she gets her way, that is what matters.

President Gloria Martin Roberts and Kelly D. Summerford want to get the Authority up and running. They believe that the Mayor has the right to appoint whoever she wants just as long as they meet the qualifications of the job.

Susan Brown Wilson has a long business background. She works in middle management for IBM and knows how projects should be managed. She wants business people who can think independently of the political process and politicians. She wants people who can solve problems. She wants a forensic audit and will vote for business people who will act in this manner.

Members of the public should have a motive. That motive should be to pay as little in taxes and in fees as possible. Many people think that the incinerator problem is just a City issue. What they fail to understand is that the County Commissioners of Dauphin County put every homeowner in Dauphin County as well as every renter at risk of paying higher taxes, rent, and fees by co-signing to finance this project.

Public Corruption

At the City Council Administrative meeting, I gave the seven city council members what I knew and what I suspect about the corruption that caused the problems for the City of Harrisburg, the Harrisburg Authority, and the taxpayers of Dauphin County.

First let me say this! The reason why a City or County has an authority is to remove legal liability from the citizens of the City or County. With the City of Harrisburg and Dauphin County interference with the projects of the Harrisburg Authority, that protection for the citizen was taken away.

License to Steal

The engineers, lawyers, finance and accounting professionals working on the incinerator project were really High School dropouts or they were very good smart professional criminals. Barlow Projects Inc. was the primary contractor on the incinerator project. They were not bondable and that fact was kept from City Council and the Dauphin County Commissioners. The bond question never came up at any of the City Council committee meetings. No bond on the contractor means that if something happens to the project, no investigation will take place. No investigation means that no civil or criminal prosecution by the bonding agent would take place. As a result, the City of Harrisburg, Dauphin County, and the Harrisburg Authority gave Barlow Projects Inc. a license to steal and mismanage the money for this project.

Missing Money

Someone from the City or the Authority presented Barlow Projects Inc. with a $150 Million check before the project was started. This check had no controls or restrictions attached to it. The contractor could do whatever they wanted with the money. I can make 10% per year on that money easily and safely. That is $15 million per year. Barlow Projects could have used the money to pay on other projects not related to the Harrisburg Authority. They could use that to pay back money to people that helped make the project possible. In any event, the spending of this money is not accounted for.

It took the signatures of the Harrisburg Authority, the City of Harrisburg, and Dauphin County to get the Investment Banker to float the Municipal Bond Issue. The investment banker sold the entire issue to one client. This is called “Private Placement.” Since this issue needed three cosigners, which should have told any educated attorney or money manager that this project was already in trouble. The bondholder was not worried because if the Harrisburg Authority or the City should fail, Dauphin County would be liable for the money. No matter what, they still get paid.

It should have told the people looking out for the City’s interest that the Rating Agencies see this project as very risky. This is why the people involved in the project gave a large investor an “Iron Clad” guarantee before the bond holder invested their money. Here is the reason why negotiating with the bond trustees to reduce the interest payments is a “fruitless” effort. The City, County, and the Authority have nothing to offer the bond trustee committee or the bond holder.

Watching the Project

I knew from the City Council member’s line of questioning that City Council was going to approve the project loan. I approached City Council President Richard House and told him my concerns about the management of the project. He gave me the duty of reading the management reports and reporting to City Council any problems that I find in the reports. Here is the reason to this day; I have a mail stop in City Council’s office.

The Authority did not manage the project or the contractor. No standard or procedures were set and the Authority did not inspect the work of the contractor. Authority Employees were reported talking about how Barlow Project people wasted time by playing cards while on duty. The contract called for city residents to be involved in the construction of the project. After the project was underway, I reported to City Council that the closest person working on the project to Harrisburg lived 36 miles away. This led to someone on the project to change the address of all the contract employees to a hotel address in the City of Harrisburg. THAT IS ILLEGAL!

From the first month, the project was behind. After the third month, it was obvious that the project reports were being falsified. Authority employees were saying one thing while the reports said another.

The Cover Up

Mayor Reed blamed City Council for interfering in the incinerator project after he publicly proclaimed the project is finished and a complete success. City Council’s job is to legislate. It is the job of the Mayor to manage the City of Harrisburg. It is the job of the Harrisburg Authority to manage the incinerator project. This they did not do.

Mayor Reed secretly borrowed $25 Million to secretly replace money that Barlow Projects reportedly gave to a third party contractor. That contractor went out of business and took the money with them according to one of the project attorneys. The money is not accounted for. BORROWING THE MONEY BY THE MAYOR WITHOUT CITY COUNCIL APPROVAL WAS ILLEGAL. Turning it over to the Authority was illegal. Hiding the fact that it was borrowed money was also illegal.

Inaction of the County Commissioners

After seeing this disaster on the City level, I barged into one of the County Commissioner’s meetings when all three commissioners were signing contracts. I told them about the disaster and ask that they look into my accusations. They were not impressed with what I had to tell them. They showed full confidence in Mayor Reed’s Management Style. However, I continued to send them written reports of the committee meetings held by City Council. The county commissioners were not moved at all and kept their head in the sand until they discovered that they were going to start paying bond interest payments. Then they paid attention. Soon people living in the Harrisburg suburbs will have to pay for this incinerator disaster just like the people of Harrisburg.

What you can do!

We need a forensic audit done at the Harrisburg Authority for the incinerator project, the sewer system, and the water system. With what I had told you concerning the incinerator project should be enough to trigger an audit. But it has not.

If we allow this type of mismanagement to go on, some of our political leaders in the future will invite others to do the same thing to us citizens and we will pay out more tax money.

I don’t care if you live in the City or outside the City, you want to call the State Auditor General and tell him that you want a forensic audit of the Harrisburg Authority done because you suspect civil and criminal activity in regards to their expenses with the Harrisburg Incinerator. Rebuilding Harrisburg

On Tuesday, April 20, 2010, the Community and Economic Development Committee chaired by Patty Kim had a meeting to discuss the City’s ten year tax abatement program. This is a program to give real estate developers a tax break for developing property within the City of Harrisburg. Tax breaks are important for the City to give and for real estate developers to get.

The Harrisburg neighborhoods have lost population since Hurricane Agnes. With a declining population, the City also had to deal with a declining tax base. At the same time, the City has to maintain the streets, garbage collection, and deal with a rising crime rate. Parts of the sewer system date back to the Civil War and are in need of serious repair. Many homes in Harrisburg are over 100 years old. Even more are in serious disrepair. Some have fallen down due to neglect. The City has pockets of blight due to abandoned and neglected homes. The City and School District debt situation does not help the “City Population Flight” situation either. Between the City and the School District, taxpayers owe over $1 Billion.

Here lies the reason for the April 20th meeting. This is one of several meetings that Chairperson Patty Kim promise to have with the public.

The City Government and Private Developers

City Council realized that they need private development in the City of Harrisburg. However, they are divided on how much development to have versus how much help to give long time home owners who have stayed in the City in good times and in bad time.

One faction led by President Gloria Martin Roberts wants to give homeowners tax breaks if they repair their homes. She sights that over 48% of property in Harrisburg is not taxable because of the State, County, and City Governments. She also noted that churches in Harrisburg and other non-profit organization cannot be taxed. Here lies her reasoning for lowering tax abatements for outside developers. The City needs tax money.

Other views brought forth at the meeting were more pro-developer. A Philadelphia council person spoke to the committee. He thought that Harrisburg should give up to 15 years of tax abatement to developers. The councilmen also is in favor of building apartment buildings with shops on the first floor to give residents a place to shop, have dry cleaning done, and give the residents places to eat. He said that Philadelphia, over the years, has been successful in raising their City population and reducing their blighted areas. Philadelphia targeted the “empty nesters.”

But investment takes money and comes with risk. Ten years ago Mayor Reed decided to take the risk of retrofitting the City Incinerator with Dauphin County’s help. It was supposed to be the answer to the City’s decreasing tax base with money to spear. Over $350 Million later, doubling the City’s debt, Harrisburg has an up to date incinerator that does not make the money that it was supposed to make for the City. Because of this failure, Harrisburg is faced with a bond payment in 2010 alone that is more than the total City budget.

Gloria Martin Roberts asked where this money is going to come from to give this tax abatement. The City is already is a bad debt situation. Ms. Roberts asked the young audience if they would stay in the City and use the services of the Harrisburg School District. Most of the audience said that they would stay in the City but send their children to private school.

My View Point!

Both the man from Philadelphia and Gloria Martin Roberts have good points. The Philadelphia councilmen talked about bringing in “empty nesters” into the City. “Empty Nesters” are people who want to move out of their large houses because their children are now grown and have moved away. Gloria wants to help out the property taxpayers already living in the city. We can do both if the City and its people are willing to do so.

The City employee “Grant Writers” can help with Ms. Roberts’s side of the program. These grant writers can find Dauphin County, Pennsylvania State, and Federal grants that can be used for home improvements such as energy saving appliances, window and other home improvements. Most residents in the City fall into the low income classifications. This could give these residents incentives to get needed work done.

Pennsylvania is second in senior citizen population behind Florida. The City can market itself targeting senior citizens just as Philadelphia has done. Many “empty nesters” don’t want to handle home maintenance and have no need for a school district. They would be ideal for condos or apartment living. Tax abatements can be used for this purpose.

As an investor, I know that any investment comes with risk. Here are the risks! It takes time to bring in shop owners and tenants. Do you know that the empire state building was finished in 1929 but was not fully occupied until 1956? So investor money would be at risk and we already seen one big building on Cameron Street that went bust recently. I don’t have to tell you about the Incinerator disaster. These are the things that Mayor Thompson and City Council must decide to do knowing all the risk to the City and its people.

Peggy Solomon Grove knows well the road that 10 seniors from Reno High School have traveled because she has been on it herself.

Some are children from broken homes, in foster care, victims of abuse, from disadvantaged homes, but each has their own story to tell. At the same time, however, they also have stayed in school against nearly insurmountable odds.

And now, thanks to Grove, a 1960 Reno High School graduate who lives in Harrisburg, Pa., they will have the opportunity to attend college.

This past week, she awarded 10 graduating seniors full tuition scholarships to either the University of Nevada, Reno or Truckee Meadows Community College.

These scholarships, recommended by school counselors, were offered to students who have overcome unusual personal challenges and understand that getting a college education is one way they can help themselves, their family and others.

Solomon Rosenberg Scholarship

Grove established the Solomon Rosenberg Scholarship last year to honor two Mr. Rosenbergs who were instrumental in her life.

The first was Mr. Earl Rosenberg, her high school counselor, who she said saw in her something no one else had.

"In the middle of my junior year, he saw that I was struggling with my academic program and called me into his office to discuss my future goals," Grove said. "I told him of my predicament. My mother had been both physically and mentally ill most of my childhood. My step-father, often unemployed, was abusive and undependable."

The family lived north of Reno, at the base of Peavine Peak in a home that had no electricity or running water until the mid-1950s.

"It was rustic and pioneer-like to say the least," she said. "I had three younger sisters, and we were often not well cared for. We never had enough food or heat or clothes. I started working at the age of 10 sewing for people, plus for my sisters. I also was responsible for the cooking, cleaning and caring for my sisters."

At 16, she went to work at Lerner's clothing store on Virginia Street and earned enough to buy a used car and began helping to buy food and propane for her family. There was little money left for a college savings account. Her grades started to slip.

"Due to a worsening of my home situation, I even contemplated quitting school," she said. "School had been my refuge. It was the only place where I received any praise or respect."

Encouragement

Rosenberg encouraged her to apply for two small scholarships: one from the Redi-Mix Concrete Company and the other from The Police Protective Association.

"These two small $150 scholarships were only enough to pay for my first two semesters at (UNR) and give me the hope that someday I would attain a college degree. This meant the world to me. Somebody believed enough in me to invest in me with a scholarship. It was the proudest day of my life when I walked across the stage on graduation night."

She attended UNR for three years and then transferred and graduated from Elizabethtown College in Pennsylvania.

Another dream

In 1979, she met a second Mr. Rosenberg, who would help her realize another dream. "I wanted to start my own school for paraprofessional entry-level medical professionals," she said. "Mr. Ollie Rosenberg offered me a building that had been in a recent flood and was in great disrepair but would be rent-free for one year. Ollie would be the second Mr. Rosenberg to see something in my dreams."

She and Ollie Rosenberg later began a relationship that lasted until his sudden death in 1996, just two days before her entry into the hospital for a stem cell transplant for advanced breast cancer.

The school she started is now 31 years old. She sold it in 1987 and now manages commercial real estate holdings with the help of her two sons.

Trust, scholarships

After Ollie Rosenberg's death, Grove helped set up the Ollie Rosenberg Trust to award scholarships to at-risk students in Harrisburg, Pa.

Last year, she began awarding scholarships, using her own funds, to students from Reno High School. "I still have family out here," she said. "This is where I got my base, and this is about paying back and helping to teach kids about paying forward. During the interviews, I asked each student to remember this chance that they have been given and when they have graduated from college and are established, that they to need to consider giving this same opportunity to future students.

"I also told them that I expect them to do well and that I will be keeping in touch and bugging them if necessary."

Grove said that she has never sought publicity for any of her charitable donations, but she made an exception now because this year will be her 50th Reno High School class reunion, and she hoped that her example might spur other successful classmates to consider establishing similar scholarship funds.
